Garda Vetting
Only organisations which are affiliated with Kilkenny Volunteer Centre and have been issued with login details can input NVB1 Inviter Forms.
Garda Vetting Service:
The National Vetting Bureau (Children and Vulnerable Persons Act) provides a statutory basis for the vetting of persons carrying out relevant work with children or vulnerable adults.
The Act, which commenced on 29th April 2016, also introduced electronic vetting (eVetting).
Kilkenny Volunteer Centre, as part of our commitment to supporting and promoting volunteering have introduced a Garda Vetting service for voluntary and community groups in Co Kilkenny.
All Volunteer Centres now act as an Authorised Signatory for Garda Vetting purposes for voluntary and community organisations that do not otherwise have access to an authorised signatory.
The National Vetting Bureau has compiled a comprehensive list of questions and answers for individuals and organisations and on the process itself.
Don’t Forget :
To carry out a risk assessment of all the roles in your organisation to help you assess whether the person can build up a relationship or trust with a child or vulnerable adult.
The Act requires you to carry out a vet before you engage an employee or volunteer. (However you can engage them in non-relevant work while vetting is processing).
Vetting subjects need to be vetted for each individual role where vetting is required.
You must retain a copy of the disclosure for the length of time that the volunteer or employee is with you.
You must check, verify and keep proof of the vetting subjects’ identity on file.
All youth leaders, coaches and trainers, religious leaders who work with children, whether alone or accompanied by another adult, must be vetted.

Garda Vetting FAQ's
Any person who is carrying out work or activity, a necessary and regular part of which consists mainly of the person having access to, or contact with, children (under 18’s) or vulnerable adults.
A relevant organisation shall not permit any person to undertake relevant work or activities on behalf of the organisation unless the organisation receives a vetting disclosure from the National Vetting Bureau in respect of that person.
A person who contravenes this section shall be guilty of an offence.
The work or activities where people working with children and vulnerable adult will require vetting include:
- Childcare services – see also below
- Schools, Hospitals and health services
- Residential services or accommodation for children or vulnerable persons
- Treatment, therapy or counselling services for children or vulnerable persons
- Provision of leisure, sporting or physical activities to children or vulnerable persons
- Promotion of religious beliefs
A full list of relevant work or activities can be obtained in Part 1 and 2 of Schedule 1 in the Act.
A person, other than a child, who:
a) is suffering from a disorder of the mind, whether as a result of mental illness or dementia,
b) has an intellectual disability,
c) Is suffering from a physical impairment, whether as a result of injury, illness or age or
d) has a physical disability.
Which is of such a nature or degree:
i. As to restrict the capacity of the person to guard himself or herself against harm by another person, or
ii. That results in the person requiring assistance with the activities of daily living including dressing, eating, walking, washing and bathing.
Kilkenny Volunteer Centre is a Registered Organisation with the National Vetting Bureau. Our Liaison Persons work directly with the Bureau and can receive and pass on vetting disclosures to Affiliates/Relevant Bodies (the organisations that we vet on behalf of). Each affiliate appoints a Garda Vetting Officer to work with the Volunteer Centre in relation to vetting.

During your training you will receive all the necessary information and forms to guide you through the process. The administrative fee is €10 per form.
Since the introduction of electronic vetting (eVetting) it takes approximately two weeks for the forms to be processed by the National Vetting Bureau.
A disclosure cert is the name of the form that is returned to the organisation once the applicant has been vetted. It does not mean there is a criminal record disclosure, it is simply the name of the document.
A vetting disclosure will be issued in respect of each person who is the subject of a vetting application.
The Vetting Disclosure will include:
- particulars of the criminal record (if any)
- a statement of the specified information (if any) relating to the person which the Chief Bureau Officer has determined in accordance with Section 15 of the Act should be disclosed.
What is included in a disclosure?
a record of the person’s convictions, whether within or outside the State, for any criminal offences, together with any ancillary or consequential orders made pursuant to the convictions concerned, or
a record of any prosecutions pending against the person, whether within or outside the State, for any criminal offence
The following convictions will NOT be disclosed:
Convictions over 7 years for motoring offences other than Section 53(2) of the Road Traffic Act 1961.
District Court convictions for any other minor offence will not be disclosed after 7 years where the person has one such offence only
Specified Information
A statement of specified information may also return with a disclosure. This is information concerning a finding or allegation of harm to another person received by the NVB from An Garda Síochána or a scheduled organisation pursuant to section 19 of the Act.
This information will only be released if it gives rise to a bona fide concern that the vetting subject may harm, attempt to harm or put at risk a child or vulnerable person or both

Assessment of Specified Information
The Chief Bureau Officer will notify the vetting subject in advance of the intention to disclose the information. The vetting subject may make a written submission to the NVB in relation to the specified information concerned. There is an appeals process. The vetting subject can appeal up to 14 days after notification.
